Uganda Police and the Inspectorate of Government have been called to look into the potentially criminal allegations between Kasambya County MP David Kabanda and former Busiro South Parliamentary contestant Paul Owor.
The two have over the past week exchanged accusation and counteraccusations of bribery, extortion, sexual exploitation among others.
City Lawyer Andre Karamagi in his petition filed yesterday, wants the Police’s Criminal Investigations Department to look into the said claims.
“By any standards, the two are distinguished citizens whose word and deed—for better or worse—have an impact on society,” he said.
“The two have accused each other of conduct which potentially contravenes certain provisions of the Penal Code Act, Chapter 120 of the Laws of Uganda. It would be prejudicial for me to point out these provisions. I prefer to leave that to the discretion of your esteemed office and the Directorate of Public Prosecutions.”
The clash which gripped social media for days, stemmed from claims by Mr Owor that he paid Shs 50Million to Mr Kabanda to help him secure a meeting between a foreign investor and President Museveni.
Owor allegedly that upon receiving the money, Mr Kabanda cut off all communication with him.
Awor further purported to have received multiple complaints about Mr Kabanda sexually exploiting women in Kampala.
The Kasambya MP denied the allegations.
He also counter-accused Mr Owor of fraud, citing media reports that he was jailed for fleecing Shs 70million from a Chinese investor back in 2021.
State House has since weighed in on the impasse, stressing that meetings with the President are not meant to be paid for.
“We have always said you don’t need money or broker to come to State House; all you need is the reason to do so, weighed against the President’s availability and priority. We don’t have member of staff called,” clarified Dr Kenneth Omona, the President’s Press Secretary.
Mr Karamagi in his petition, wants police to interest itself in this matter following its mandate of prevention, detection, and investigation of crime.
Karamagi also wrote to IGG, Hon Beti Kamya asking her to look into the possibility that conduct of Hon Kabanda was in breach of Leadership Code of Conduct.
